Eurasia Foundation (EF), a US-based international development organization promoting civil society development, independent media, and good governance, is accepting applications for Chief of Party (COP) for the anticipated "Georgia Civil Society" program, funded by USAID.
The purpose of the Georgia Civil Society program is to improve the capacity of civil society in Georgia to represent citizens' interests, influence policy-making and sustain the sector's democratic role for the future. The COP is a leadership position and will serve as EF's primary liaison to USAID, the Georgian government and local and international civil society organizations. The COP is responsible for overall management and technical leadership of the program.
The position is contingent upon funding and is based in Georgia.
Summary of Responsibilities:
** Provide technical leadership, strategic vision and administrative oversight of the program.
** Day-to-day management of program implementation in accordance with program strategy and objectives; ensure quality performance and achievement of planned deliverable and outcomes.
** Oversight of financial management; ensure fiscal integrity and compliance with USG policies and regulations.
** Supervise program staff and short-term technical consultants.
** Provide overall management of sub-grantees and sub-contractors.
** Oversee monitoring, evaluation and reporting on program activities.
** Develop and maintain effective partnerships with local civil society organizations, government agencies, and other local stakeholders.
** Coordinate with other USG and non-USG programs.
Summary of Qualifications:
** Master's degree in international development, public administration, law, political science, and/or another relevant field required.
** A minimum of 10 years of work experience in promotion of democracy, civil society sector development, citizen participation and/or related fields.
** A minimum of 10 years of experience in efficiently managing and leading a professional and administrative staff. Prior experience in coordinating with partner and donor organizations is highly desired.
** Proven ability to establish and maintain effective and collaborative relationships with government officials, civil society groups, opinion leaders and the media at the national and local levels.
** Relevant professional experience managing and implementing successful, large, multi-year civil society strengthening programs.
** Previous resident work experience in Eastern and Central Europe is highly desired.
** Experience managing USAID projects as Chief of Party required.
** Fluency in English is required; knowledge of Georgian preferred.
