People in Need, Youth Inclusion and Social Accountability Project (YISAP), is announcing an opening for the position of Field Officer.
Type of appointment: Contracted Staff
Duration: 24 months
Duty station: Gurjaani, with regular travel throughout Kakheti and to Tbilisi
Background:
People in Need is a Czech non-governmental organization that provides relief aid and development assistance, while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in Central/Eastern Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Georgia since 2005 and has offices in Tbilisi and Kutaisi.
People in Need is recruiting a Field Officer to be responsible for field mobilization activities within a upcoming World Bank youth civic engagement grant - Youth Inclusion and Social Accountability Project, and provide support to the team through coordination of project implementation and liaison with municipal government authorities, schools and local stakeholders.
The Youth Inclusion and Social Accountability Project is financed by the World Bank and focuses on youth inclusion in Georgia and aims to create opportunities for young people to participate in dialogue on strategies to promote youth inclusion, to reduce potential drivers of violence and to promote social accountability and good governance in their communities, as a means of reducing youth exclusion. The objective of this project is to increase the participation of youth in demand-side governance, social accountability and civic engagement at the municipal level, leading to greater youth inclusion. The project will achieve this objective via youth engagement in participatory problem identification, joint development, implementation and monitoring of Municipal Action Plans in the three target municipalities of Gurjaani, Telavi and Tskaltubo.
Summary of duties:
The Field Officer will be responsible for all mobilization and field activities in Gurjaani and Telavi, including work with schools, youth groups, local NGOs, the Youth Committee and the local authorities. He/she will work the Project Manager and Project Coordinator as the main day-to-day field contact person in regular communication with youth, Youth Committee members, NGOs and other local stakeholders.
Duties and responsibilities:
In a collaborative partnership with the Ministry of Sport and Youth Affairs and under the supervision of People in Need's Project Manager, the Field Officer shall work in the following direction:
** Responsible for field activities under the supervision of the Project Manager, including youth mobilization, liaison with schools, municipal authorities, formal and informal community leaders and other stakeholders;
** Serve as the main focal point for youth in the field and maintain regular communication with stakeholders to organize project activities
** Ensure that all project activities, procurement and spending are in compliance with both People in Need and donor rules and regulations
** Provide field data for donor reporting, public communication and other informational materials
** Perform other duties as may be assigned.
Knowledge/experience, qualification/skills and abilities required:
The successful candidate will be able to work well at the community level, pay attention to detail and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving.
1. Knowledge/Experience:
** Minimum 2 years of experience working in the community mobilization, youth sector in the NGO or government sector
** Substantial technical expertise in youth-focused development programming, with focus in youth leadership and civic engagement and joint actions with government authorities
** Experience with sub-granting to local NGOs preferred
** Proven experience and good knowledge of office administration processes, procurement and techniques.
2. Qualifications/Skills:
** Qualification: A university degree in a related field;
** Professionalism: A solid understanding of community mobilization and youth civic engagement practices; experience in working at the municipal level with youth groups, schools, municipal authorities; experience with local development planning;
** Planning and organizing: Ability to plan work schedule and manage conflicting priorities;
** Communications: Good communication (spoken and written) skills, including ability to explain project activities to a range of stakeholders
** Technology awareness: Computer skills using Word, Excel, Access, PowerPoint and the Internet;
** Teamwork: Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
** Fluency in Georgian (listening, reading, writing, and speaking) required, proficiency in English desired.
3. Abilities:
** Ability to communicate effectively, orally and in writing
** Ability to establish strong working relationship with stakeholders and municipal authorities
** Ability to multi-task and work under pressure;
** Ability to work independently and also as an effective team member
** Professionalism in appearance and attitude.
Selection criteria:
The main selection criteria are the following:
** Relevant work experience in the youth civic engagement/community mobilization/local development planning
** Level of experience with international donor procedures and policies
** Ability to work well with a range of stakeholders including municipal government authorities, Ministry officials, local NGOs, youth groups and citizens
** Communication and team-building skills.
Reporting relationship: Reports to the YISAP Project Manager.
Period of assignment: The position is required for 24 months.
