Accion Contra el Hambre - Spain (ACF), as part of the ACF International network, is an international non-governmental, private, apolitical, non confessional and non-profit organization created in 1979. Its vocation is to combat hunger, misery and life threatening situations that effect men, women and children. Currently 500 expatriate and more than 5,000 national employees are working in our International Network. ACF is present in more than forty-six countries working in projects focusing on the following areas: nutrition, health, food security & livelihoods and water and sanitation. ACF has been operating in the South Caucasus region since 1994.

Position: Project Officer

Department: Water, Sanitation and Hygiene (WaSH)

Place of work: Gali district

Type of contract: Labor Contract

Main responsibilities:

I - Facilitate and organize the project implementation:

** Participate actively in developing a WaSH strategy under the responsibility of the Technical coordinator;

** Participate actively in developing future WaSH proposals and budget preparation;

** Identify the needs of the vulnerable populations and propose how to meet these needs;

** Support definition of implementation methodology and modalities (identification and registration of beneficiaries, distribution, monitoring, etc.) in collaboration with Head of Base (HoB),Technical Coordinator and WaSH expert;

** Ensure the overall management of the project by supporting the implementation of identified project activities in coordination with other departments;

** Forecasting and planning project activities with the team;

** Conduct regular field monitoring to ensure timely and quality project implementation as well as project objectives being met;

** Participate in evaluation of the relevance and appropriateness of the intervention in view of the evolution of the context and needs; propose and implement necessary adjustments to projects in consultation with Technical Coordinator, HOB and project team;

** Assist the capitalization of programmes documentation (including assessment reports, methodology, beneficiary selection and list, distribution reports, etc…);

** Participate in reporting to authorities or external partners when necessary, in close collaboration with HoB and Technical Coordinator and in line with ACF SC internal procedures;

** Coordination and representation with local/international NGOs, authorities and other stakeholders working within WaSH sector;

** Support on elaboration of the internal progress reports ;

** Budget review, projections and follow-up of activity line with HoB.

II - Implement the project activities:

** Plan the activities according to the development of the Project;

** Prepare weekly, monthly work plans and progress reports;

** Conduct regular field monitoring to ensure timely and quality Project implementation.

III - Ensure that the beneficiaries are fully implicated in the project: Identify the needs of the vulnerable populations and propose how to meet these needs with the support of HoB.

IV - Facilitate and support the work of the project team:

** Identify training needs for the Project;

** Participate in forecasting (financial) and planning Project activities with the team.

Requirements:

** University Degree or equivalent and job experience

** Experience in WASH or in the field of public health

** Experience in Community development (related to WaSH, Public Health or Behaviour Change)

** Good human relations and diplomacy

** Good analytical, conceptual and writing skills

** Analytical capacity

** Capacity to organize and supervise the work of the team

** Computer literacy

** Fluent in English, Georgian and Russian (read, written and spoken)

** Good reporting and drafting skills

** Willing to travel extensively

** Self-management ability and organizational skills

** Team player, with sense of professionalism

** Motivated by humanitarian aims and flexible in time and geography.

Terms and Conditions:

** Based in Gali with regular field visits

** Five day working week, overtime required occasionally

** Contract according to Labour Law
