Management Systems International (MSI) is a Washington,
D.C.-based development firm founded in 1981 with a corporate commitment
to improving public sector management in the U.S. and abroad. MSI has
significantly expanded its technical expertise to include implementation
of a range of analytical and field projects in results based management
including strategic planning and program performance monitoring and
reporting, monitoring and evaluation (M&E), policy implementation,

MSI is implementing the Good Governance in Georgia (G3) program under
contract with the U.S. Agency for International Development (USAID). The
G3 program works with national and local governmental agencies to
improve services, efficiency and instill good governance practices. G3
will help improve transparency, accountability and institutional
efficiencies at all levels of government of Georgia institutions,
stakeholders, civil society and citizens.
The Local Government Component of the G3 Program promotes more
responsive and engaged local governance, developing local government
capacity for informed decision-making in response to community needs.
For this purpose, G3 has signed letters of agreement with four partner
self-governing cities (Batumi, Kutaisi, Poti and Rustavi) and six
municipalities (Marneuli, Telavi, Gori, Akhaltsikhe, Kutaisi, Ozurgeti
and Zugdidi) which cover a range of capacity development assistance,
including training on different areas of local government public
management and governance.
This Request for Proposals is for designing and carrying out a training program for civil servants and elected officials
in G3's ten partner local self-governments. The training will cover ten
areas of local government management and governance and will include a
tool for identifying training needs, and another tool for evaluating
training outcomes. To the extent possible, the design of the ten
training modules will be carried out in consultation with the Ministry
of Regional Development and Infrastructure to ensure compatibility with
MRDI's recently established Training Mechanism.
