The Friedrich-Ebert-Stiftung (FES) is a non-profit German political foundation committed to the values of social democracy. FES maintains branch offices in over 90 countries and carries out activities in more than 100 countries. The Tbilisi-based South Caucasus Cooperation Office coordinates FES’ activities in Georgia, Armenia and Azerbaijan. In all three countries FES aims at fostering democracy, peace and social justice through political dialogue, education and research. Under the direct supervision of the FES Regional Coordinator, the incumbent will carry out the following functions:
Responsibilities
Develop, implement, monitor and evaluate FES projects on Azerbaijan and the South Caucasus region; liaise with partners and relevant stakeholders.
Research, analyze and present information on Azerbaijani domestic politics and developments in the region with a special focus on foreign and security policy as well as democratization.
Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
Implement and audit budget funding for respective projects; review financial reports; approve expenditure verifications and financial documents; assist, prepare or consolidate financial statements for FES Regional Office Accountant.
Perform other duties as required.
Position requires regular traveling to Azerbaijan.
Education
Advanced university degree (Master’s degree or equivalent) in political science, economics, international relations, law or other related fields. A first-level university degree (Bachelor or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
Several years of project management experience in relevant fields and/or experience in political analysis and research.
Languages
Fluency in written and oral Russian, German and/or English. Intermediate Knowledge of the other of these two languages (German/English).
Competencies
Professionalism: practical experience in project management and administration;
ability to exercise sound political judgment; excellent research, drafting and analytical skills; Strong knowledge of the South Caucasus especially on foreign and security as well as democratization issues.
Communications: ability to draft/edit a variety of written reports, studies and other communications and to articulate ideas in a clear, concise style; Good interpersonal skills and ability to establish and maintain constructive working relations; good team player. Strong Computer skills. Planning and Organizing: Develop clear goals that are consistent with agreed strategies, identify priority activities;
