SOI: Legal Market Study

The East-West Management Institute's Promoting Rule of Law in Georgia Activity (EWMI- PROLoG), funded by the United States Agency for International Development (USAID) is structured around four components, one of which is the enhancement of the capacity of legal professionals. As part of this component, PROLoG will seek to improve the university-level legal education system to better prepare graduates of the law faculties in Georgia to become practicing attorneys, prosecutors, and judges.
At present, there is a concern that legal education in Georgia is not designed to prepare graduates to practice law or otherwise to perform well in jobs connected to the legal sector. Given the large numbers of students who graduate from the law faculties, it is assumed that most law faculty graduates do not take jobs in the legal sector and that the law faculties are graduating more students than the legal job market can bear. It is also assumed that Master's programs in law are not adequately preparing students for the jobs connected to the legal sector.
To date, no systematic study of the hiring practices of the legal system in Georgia has ever been undertaken, and accordingly there is no understanding of the numbers of new lawyers and other legal professional that the system needs each year. In order to better inform the legal and educational community concerning the needs of the legal system, EWMI-PROLoG is seeking the assistance of a firm or consortium of firms to design and implement a study of the market needs for legal professionals in Georgia, as well as how those needs are currently being met. The resulting study will develop and report data on the quantitative supply of law faculty graduates, the numbers of jobs that are generally available in the legal community each year, and the qualitative preparation of law faculty graduates for such jobs, including passing of professional exams. The study will also test the above mentioned assumptions and gather evidence about the role gender plays in the market, as well as how the market differs geographically.
