Civil engagement on the local level: which ingredients have to come together in order to create a win-win situation for all sides? How do local initiatives influence the policies of the local government, how do grass-roots initiatives convince their environment of their ideas and how can the government draw the most benefit for all out of these initiatives? This seminar is open to young journalists from Ukraine, Belarus, Moldova, Georgia, Armenia, Azerbaijan and Russia.
