UN OHCHR South Caucasus (established within the UN Country Team (UNCT) to assist the Government of Georgia and the civil society in strengthening national capacities to promote and protect human rights ) has starting implementing the project "Human Rights for All "which is a joint initiative of four United Nations (UN) agencies in Georgia: United Nations Development Programme (UNDP), Office of the United Nations High Commissioner for Human Rights (OHCHR), United Nations Children´s Fund (UNICEF) and International Labour Organisation (ILO). The Action is funded by the European Union and the duration is 3 years ending in 2018. The overall objective of the project is to enhance capacities of government institutions and relevant Parliamentary Committees in strengthening mechanisms for better protection of human rights in Georgia. The Action also aims at enhancing the capacity of Georgian authorities in effective implementation of National Human Rights Strategy (NHRS) and Government Action Plan (AP), in areas prioritised by the EU-Georgia agreements.
While selecting various vendors, UN principles for procurement are set: 1) best value for money; 2) efficiency and effectiveness; 3) interest to the organization; 4) fairness, integrity, transparency.
The objective is to create a roster of highly qualified Experts specialized in international law and human rights law. It is expected that a retainer contracts as a part of the roster of human rights experts will be created and maintained to facilitate the effective implementation of various UN OHCHR/UNDP actions aimed at raising human rights awareness among various stakeholders and target groups as provided under the project.
