Management Systems International (MSI) is a Washington,
D.C.-based development firm founded in 1981 with a corporate commitment
to improving public sector management in the U.S. and abroad. MSI has
significantly expanded its technical expertise to include
implementation of a range of analytical and field projects in results
based management, including strategic planning and program performance
monitoring and reporting, monitoring and evaluation (M&E), policy
implementation, institutional development, and training. The firm

MSI is implementing the Good Governance in Georgia (G3) program under
contract with the U.S. Agency for International Development (USAID). The
G3 program works with national and local governmental agencies to
improve services, efficiency and instill good governance practices. G3
will help improve transparency, accountability and institutional
efficiencies at all levels of government of Georgia institutions,
stakeholders, civil society and citizens. Through Component 2 of the
program, G3 supports capacity development and policy reform for
strengthening local selfgovernance.
In Year 3 of the G3 program, Component 2 activities will include
activities to assist the Government of Georgia (GoG) to design and
implement a reform of local self-government that will include: 1) the
establishment of a new level of government through Village Councils; 2) a
territorial reform to optimize city/municipal governments; 3) reform of
the electoral system for local self-government; 4) devolution of
additional competencies to city/municipal governments; 5) the
establishment of Regional governments; and 6) reform of
inter-governmental finances to channel more fiscal resources to local
self-governments. To this end, the Ministry of Regional Development
and Infrastructure (MRDI) has requested support from G3 for the creation
and operation of a Secretariat to the Advisory Council for Local Self
Government Reform (ACLSGR), made up of representatives of the GoG, the
Parliament, civil society organizations, and research institutes.
This Request for Proposals is for operating the ACLSGR Secretariat,
by providing management and administrative personnel; managing the
functioning of the Council and its various technical working groups;
designing terms of reference and contracting experts for policy
analysis, operational research, cost-benefit evaluations and other
technical inputs into draft policy papers; collecting information,
creating databases and processing and analyzing data for territorial
reform; and technical oversight of drafting and submission of policy
papers with recommendations to the GoG on reform of local
self governance.
