The USAID/Georgia Human and Institutional Capacity Development 2020 Activity (HICD 2020) is an official project of the U.S. Agency for International Development (USAID), Contract No. AID-OAA-I-13-00043/AID-ll4-TO-15-00002. The five-year project is designed to assist the USAID Caucasus Mission in addressing its partner organizations' administrative limitations and performance gaps that impede the effective implementation of all key reforms, including those related to the European Union Association Agreement, the Open Government Action Plan, and Civil Service Reform.
HICD 2020 is implemented by Mendez England & Associates (ME&A) and its consortium members Chemonics International and Performance Design Partners (PDP).

HICD 2020 is seeking offers from eligible local training/consulting organizations/companies registered in Georgia to provide the Policy Development and Decision Making Training for the Civil Service Bureau (CSB) of Georgia. The goal of the training is to address the need of CSB to strengthen its institutional capabilities in policy analysis and development to handle its newly mandated function of being the central actor in formulating high level policies in key civil service reform dimensions.
