The EU-funded project ”Georgian Civil Society Sustainability Initiative” (CSSIGE) aims at improving the operational environment for civil society in Georgia, empowering and increasing the accountability of CSOs towards constituencies and strengthening their linkages towards other actors. 

The CSSIGE has four objectives 

  • To increase the financial sustainability of CSOs through the diversified funding instruments (e.g. state funding, Corporate Social Responsibility (CSR), volunteerism, and beneficial taxation); 
  • To enhance the capacity, accountability, and credibility of CSOs to advocate effectively interests and political, economic, social, and cultural rights of their constituencies;
  • To strengthen regional civic participation by improving cooperation of CSOs with local media, businesses, and authorities, and 
  • To support joint approaches of CSOs in policy dialogue to contribute to sustainable development on a local and national level, and promote reforms in the context of the EU Association process. 

General Objectives of the Assignment 

With the intention to deepen the understanding of the current situation of civil society in Georgia, the project plans to carry out a study consisting of three components: (1) establishing a Baseline for the project (2) conducting a Business Survey, and (3) a National Public Opinion Survey. Overall, the study aims to analyze the perceptions and attitudes towards civil society and the idea of corporate social responsibility (CSR) from different perspectives: civil, business and general public. 

Timeline 

The study should be conducted in August to November 2017

The consultant(s) is required to submit a work plan to implement the study.

Requirements of the Consultant 

The consultant should have the following minimum qualifications: 

  • At least 5 years of proven professional experience in quantitative and qualitative data collection and analysis; 
  • At least 5 years of proven professional experience in civil society development, social accountability, and policy dialogue related topics; 
  • Experience in developing / implementing monitoring and evaluation projects; 
  • Proven skills to draft high quality assessment / evaluation reports in English and Georgian languages.
