The European Commission funded Project, Towards a new direction: supporting agricultural cooperation in Georgia, was launched in February 2014, under the frame of European Neighborhood Program for Agriculture and Rural Development (ENPARD) in Georgia and aims to contribute to increased productivity in Georgian agriculture and reduction in rural poverty. Four non-governmental organizations: Action Against Hunger, Biological Farmers Association - Elkana (Elkana), Rural Communities Development Agency (RCDA) and Oxfam, create a consortium and work together to accomplish this goal in thirteen target municipalities of five different regions of Georgia.
The present document represents the Terms of Reference (ToR) for project final assessment. For the Oxfam and other consortium members, evaluation is the systematic assessment of the design, implementation and the results of this development project, in order to consider its relevance, effectiveness, efficiency, impact and sustainability.
