The Good Governance Initiative (GGI) is a five-year program funded by USAID and implemented by Tetra Tech ARD. The overall goal of the project is to strengthen transparency, accountability, and effectiveness of governance in Georgia, including the legislative and executive branches at various levels. One of GGI`s primary partners is the Ministry of Regional Development and Infrastructure of Georgia (MRDI). MRDI is the key central agency responsible for development of sub-national policy. Currently, MRDI is working on development of a medium-term decentralization strategy that will encourage expansion of Good Democratic Governance at the Local Level. GGI is assisting the ministry in implementation of identified reforms, aimed at (1) broadening the scope of delegated local self-government powers and responsibilities, and removing legal and institutional obstacles to effectively performing functions already delegated; (2) providing adequate financing to local self-governments through inter-governmental transfers and increased `own revenue` generation capability to cope with their broadened responsibilities; and (3) ensuring the highest standards of good governance in executing their powers by local self-governments.
