Carnegie Endowment for International Law publishes an article: Civil Society and the Coronavirus: Dynamism Despite Disruption. “Government responses to the new coronavirus pandemic are disrupting civil society globally. Lockdowns and physical distancing measures are confining people to their homes and upending their ability to meet, organize, and advocate. Many civil society organizations have been forced to put planned activities on hold; others are scrambling to shift their work online. More worryingly, illiberal leaders in a number of countries are taking advantage of the crisis to tighten their political grip by weakening checks and balances, imposing censorship, and expanding state surveillance—all at a time when civil society groups are less able to fight back. Such measures pose a significant threat to civic activism. In many countries, restrictive laws already had been squeezing civil society before the crisis hit. The pandemic provides a convenient cover for governments to further tilt the balance of power in their favor. The EU has made available a Rapid Response Mechanism (RRM) of €1.3 million providing grants of up to 60,000 EUR for civil society organisations to respond swiftly to developments such as Covid-19. Grants are awarded on a first come, first served basis to CSOs that can demonstrate leadership, innovation and expertise or a track record of addressing challenges in Georgia or other EaP countries. Human Rights Education and Monitoring Center releases a statement in regard to the process of selection of Chairperson of the Supreme Court. “On March 9, at a sitting held after a few weeks gap, the High Council of Justice had a discussion about presenting a nominee for Chairperson of the Supreme Court to the Parliament. It is noteworthy that this issue was not mentioned in the agenda preliminarily published by the Council and the public was not informed in advance that the matter would be discussed specifically at the March 9 sitting”, - is noted in the statement, - “We call on the High Council of Justice of Georgia to: carry out the process of selection of a candidate for Chairperson of the Supreme Court openly and transparently; nominate a candidate with relatively high public confidence, which fact should also exclude appointment of a person, having particularly negative reputation, as the Chairperson of the Supreme Court”. Tbilisi. IDFI published an article ‘Accessing Archives in a Post-Soviet World: The Georgian Experience’. The article tells about implementation of duties of positive changes in archival landscape (OGP) by government of Georgia. Commitments to bring about positive changes in archival landscape have been made by nearly 20 countries in their action plans for the Open Government Partnership (OGP). Commitments ranged from ensuring unhindered citizen access to public information and archival documents, adopting or amending relevant archival laws, declassifying archival materials, and digitizing paper-based documents to make them publicly available online. Tbilisi. On February 18-21, in Brussels, civil society organizations will present a report on implementation of the Association Agreement. With the facilitation and support of Open Society Foundations, representatives of four civil society organizations are going to Brussels for an advocacy visit. More specifically: Vano Chkhikvadze and Sopho Asatiani (Open Society Georgia Foundation), Manana Kochladze (Green Alternative), Giorgi Oniani (Transparency International Georgia), Mikheil Benidze (International Society for Fair Elections and Democracy). The purpose of the visit is to inform representatives of the European Parliament, the European External Relations Office and missions of member states accredited to the European Union about results of a monitoring of objectives stipulated by the Association Agreement. The report reflects current situation in Georgia in terms of justice, corruption and environmental protection. There will also be discussed issues related to the elections during the visit.
