The USAID/Georgia Human and Institutional Capacity Development (HICD) PLUS project is a four-year project designed to complement the implementation of USAID/Georgia's assistance efforts in democracy and governance, economic growth, energy and environment, and the health and education sectors through the development of individual skills and institutional capacity of select public entities, civil society organizations, and other private organizations that play a strategic role in the implementation of the Government of Georgia's reform program and the Mission's Development Objectives.

HICD PLUS is seeking quotations from eligible audit/financial organizations registered in Georgia and/or individuals (citizens of Georgia operating in Georgia) to provide a financial management program for several Georgian Nongovernmental Organizations (NGOs). The purpose of the training/coaching is to assist these organizations to become better able to manage grants from USAID or other donors.

HICD PLUS is an official project of the U.S. Agency for International Development (USAID), Contract No. AID-114-C-11-00002. Chemonics International is the implementer.

Offerors are invited to submit offers in response to this Request for Quotations (RFQ) in accordance with Section 1 (Instructions to Offerors). Section 2 contains the detailed scope of work for the given assignment which the HICD PLUS project wishes to procure from a selected service provider.

Issuance of this solicitation does not in any way obligate Chemonics or USAID to award a contract, nor does it commit Chemonics or USAID to pay for costs incurred in the preparation and submission of a proposal.

Please note that in submitting a response to this solicitation, the Offeror understands that USAID is not a party to this solicitation and the Offeror agrees that any questions here under must be presented—in writing with full explanations—to Chemonics International for consideration, as USAID will not consider questions made to it under USAID-financed subcontracts. Chemonics, at its sole discretion, will make a final decision on the questions.

Hard copy proposals should be submitted in a sealed envelope. The outside of the envelope should be marked with the RFQ number (HICD-RFQ-013). Envelopes should not include any marks identifying your firm/organization.

Electronic copies of the proposals must be sent via email indicating RFQ 013 financial management training in the subject line of the email.
