The USAID Human and Institutional Capacity Development (HICD) PLUS project is seeking an environmental expert to assist the Ministry of Environment and Natural Resources Protection of Georgia (MOEP). The MOEP is currently undergoing a reorganization that involves hiring a significant number of new staff. As soon as the MOEP finishes the recruitment process, it intends to train the newly recruited people through the Environmental Information and Education Centre (EIEC), a Legal Entity of Public Law under the MOEP. The EIEC will have to develop and deliver training courses for the newly appointed employees for the Department of Environmental Supervision (180 inspectors) and Forestry Agency (569 rangers). HICD PLUS is supporting the MOEP with this initiative and is seeking an environmental expert.
HICD PLUS will provide the EIEC with an environmental expert to assist the Center in developing the training module on capacity building of inspectors of the Environmental Supervision Department. The training module will focus on equipping recently appointed inspectors with practical knowledge and skills on tools for implementation of environmental legislation, on context of environmental inspection cycle, prevention of violations and response measures. The module will also aim at improving knowledge of inspectors on planning and execution of inspection and follow up activities. In particular, the module will cover the following topics: types and planning of inspection, collection of information for inspection, environmental impact assessment, and its relevance to inspection, CITES convention (the Convention on International Trade in Endangered Species of Wild Fauna and Flora), importance of biodiversity and its protection, drawing up of inspection check-lists, main procedures of actual inspection, and cooperation with local self-governance units, population and non-governmental sector.
It is expected that this assignment will start in the first half of November and will last throughout November and December. The environmental expert will be based in the MOEP central office in Tbilisi.
Responsibilities:
** Together with the EIEC staff attend two-week training course on course design and delivery;
** Work closely with the relevant EIEC staff;
** Meet the relevant people from MOEP to solicit information from them;
** Assist EIEC to design and develop training materials for the training courses.
Required qualifications:
** A university degree in a relevant field;
** At least 3 years of relevant experience;
** Strong analytical skills;
** Ability to take initiative and work with tight deadlines;
** Fluency in Georgian;
** Excellent written and oral communication skills;
** Strong computer skills (Microsoft Office Programs, Excel, Internet).
