The USAID National Governance Program is a five-year contract (2022-2027) which aims to increase government accountability and responsiveness to citizens by enhancing the effectiveness, transparency, and accountability of Government of Georgia (GOG) institutions, boosting the effectiveness and independence of oversight institutions and empowering citizens to hold the government accountable.
The Fellowship:
Through the "Excellence in Public Sector Fellowship Program", the USAID National Governance Program is seeking to identify and place a cohort of young professionals -bachelor`s or master`s students, recent graduates, or other qualified young professionals -- as public sector fellows in a variety of targeted partner institutions providing new innovative perspectives to the public sector. It is seeking to introduce and connect vibrant young professionals to public sector work and the professional opportunities in the civil service, serving to develop a pipeline of highly-skilled and innovative professionals for the future.
Under this activity, the USAID National Governance Program is recruiting five (5) fellows to be hosted by the Budget Department of the Ministry of Finance of Georgia. The Program will allocate two fellows to the Budgetary Policy division of the Budget Department, two fellows to the State and Consolidated Budget Formation Division of the Budget Department and one fellow to the Division for Ensuring the Unity of Budgeting Process of Autonomous Republics and Municipalities of the Budget Department.
Additionally selected fellows will have the opportunity to participate in periodic in-person meetings to connect with their peers hosted in other public sector institutions, fostering a community of practice for peer learning to share and discuss their experience, and provide feedback and recommendations to the Program team.
Successful applicants will have a unique opportunity to acquire first-hand experience in budget drafting, policy research and analysis, public sector operations within the Ministry of Finance, and a unique insight into the budgetary process and analysis.
The fellowship is a full-time, six-month initiative between October 2023 and March 2024, with a possibility of extension for up to six (6) months. The Program will take into consideration graduating students` educational calendar.
Management and Working Environment:
Fellows will be based in the Budget Department of the Ministry of Finance of Georgia and will be accountable to the Head of Budget Department and the USAID National Governance Program. The fellows will receive a monthly allowance of GEL 1000 (net). No additional employment benefits will be provided.
