2017 Winter School on Federalism and Governance

The Winter School is a two-week international postgraduate programme on federalism, regionalism and multilevel governance. It explores, from an interdisciplinary and comparative perspective, how federalism can contribute to multilevel, integrated and pluralistic decision-making.
The 2017 edition of the School will focus on power-sharing in federal systems. For one week at the University of Innsbruck and one week at the European Academy of Bolzano/Bozen (EURAC), participants will analyze the legal structures of distribution systems, their interpretation by courts, and the differences between dual and integrated, asymmetric and devolved federal systems. Furthermore, hot topics such as asymmetric federalism and the impact of federal power-sharing on key policy fields will be discussed. Among the practical case studies from different continents (Asia, Africa and Europe), special attention will be paid to the allocation of powers and subsidiarity in the European Union.
