Terms of reference for conducting desk research and preparing terms of references for commissioning a baseline study and two national surveys in Georgia

The EU-funded project ”Georgian Civil Society Sustainability Initiative” aims at improving the operational environment for civil society in Georgia, empowering CSOs, increasing their accountability towards constituencies, and amplifying their linkages to other actors. 

The project is implemented by the Consortium led by the Konrad-Adenauer-Stiftung (KAS) and composed of four Georgian non-governmental organizations: Civil Society Institute (CSI), Center for Training and Consultancy (CTC), Center for Strategic Research and Development of Georgia (CSRDG), Kutaisi Education Development and Employment Center (KEDEC). 

Georgian Civil Society Sustainability Initiative strives to meet four objectives

  • To increase the financial sustainability of CSOs through diversified income like state funding, Corporate Social Responsibility (CSR), voluntarism, and beneficial taxation; 
  • To enhance the capacity, accountability, and credibility of CSOs for effectively advocating interests and political, economic, social, and cultural rights of their constituencies; 
  • To strengthen regional civic participation through better cooperation of CSOs with local media, businesses, and authorities and 
  • To support joint approaches of CSOs in policy dialogue towards sustainable development on a local and national level, and towards promoting reforms in the context of the EU association process. 

In order to start with a sound understanding of the current situation of civil society in Georgia, the project plans to commission a baseline study and two national surveys. The Baseline Study should assess the situation of civil society regarding the project results, in view of the log-frame, and should establish benchmark indicators for the project. The national surveys should assess a. the public perception of the CSO sector in Georgia and b. the state of the art of CSR and CSR culture in Georgia. 

These Terms of Reference apply to the preparation phase for commissioning the baseline study and two national surveys. 

Aim 

The overall aim of the baseline study and surveys is to ensure a smooth and appropriate implementation of main activities under the current action as well as to serve different actors involved in supporting the civil society sector of Georgia in a better understanding of the operational environment of the sector. 

Objectives 

Specific objectives of this activity are to conceptualize the baseline study and two national surveys based on the description provided in the full application of the action and its annexes and to develop detailed terms of references, including the scope of work and timeline for conducting the studies. 

Scope of the assignment 

In order to achieve the above-mentioned objectives the expert/experts should: 

  • Collect, review, and critically analyze existing data (foremost public opinion surveys, analytical studies, and assessments) related to the development of civil society, its landscape, and environment in Georgia produced during the last 5 years; 
  • Draft a summary report about the data, including a separate chapter on data and/or publications related to CSR and CSR culture in Georgia;
  • Develop terms of references with a detailed scope of work and timeline for a National Survey on the public perception of CSO sector in Georgia; 
  • Develop terms of references with a detailed scope of work and timeline for a National Survey on state of art of CSR and CSR culture in Georgia;
  • Develop terms of references with a detailed scope of work and timeline for a baseline study for the "Georgian Civil Society Sustainability Initiative” project reviewing the indicators listed in the log-frame to the project.

Timeline 

The tasks shall be carried out within 20 days, starting from 1st of May, 2017. 

List of deliverables 

Expert/experts should deliver the following outputs: 

  • 10 pages report with a short description and detailed list of existing data/publications on civil society landscape and environment in Georgia, including the subchapter on CSR and CSR culture in Georgia;
  • 3 pages ToR for conducting the National Survey on the public perception of CSO sector in Georgia;
  • 3 pages ToR for conducting the National Survey on state of art of CSR and CSR culture in Georgia;
  • 3 pages ToR for conducting the baseline study for the project.

Output 1 should cover the following points:

  • Overview of methodology for collecting the data; 
  • Summary of main findings; 
  • Detailed list and annexes of existing data/publications.

The reports should include as much quantitative data as available. 

The outputs 3, 4, and 5 should cover the following points:

  • Background information; 
  • Aims and objectives; 
  • Scope of work; 
  • Timeline; 
  • List of deliverables; 
  • RequirementsLiaison.

All final outputs shall be delivered in English. 

Requirements of the expert(s)

  • Experience in planning and conducting sociological research, policy review, and/or baseline studies (please attach at least one sample); 
  • Fluency in English and Georgian; 
  • Ability to write reports in English and Georgian.

Liaison 

Expert/experts shall work closely with consortium partners and the project team. 

Each output within the scope of the assignment should be first submitted as a draft. 

Expert/experts shall present their outputs to Project Management Board and/o;r Project Steering committee, if necessary.
