Samegrelo. Zugdidi-based "Initiative Group for Local Self-Government
Monitoring" has presented on January 10 the By-Laws of the Commission for
Competition-Attestation and proposed it to the local self-government as
recommendation.During the presentation of By-Laws, which took place in the Zugdidi
Civic Engagement Center and which was attended by the representatives of the
Gamgeoba, Sakrebulo, political parties and NGOs, one of the members of the
Initiative Group Davit Logua has stated that pursuant to the By-Laws, a public
servant may also become a member of the Commission for Competition-Attestation.
"However, as for the Chair of the Commission, s/he is appointed by the
Municipality Sakrebulo. By-Laws do not provide for the number of Commission
members, which is still a subject of further discussions."Acting Deputy of the Zugdidi Municipality GamgebeliGurgenSartania and
the Sakrebulo member NugzarSaria have shared the key principles of By-Laws.
According to them, in case the Competition Commission is set up, there will be
less questions and concerns about the changes in the personnel of local
authorities.The Initiative Group for Local Self-Government Monitoring was
established in the Zugdidi Municipality on 24 December 2012 to ensure the
publicity and transparency of election and appointment of officials, as well as
to observe the activities of the self-government authorities.
